The Neighbours Guide
A complete guide to the Neighbours system in The Lord of the Rings Online: The Wolves of Mordor.

1. What are neighbours?
Neighbours are four NPCs who come to live around your house. You befriend them by giving them gifts, chatting with them each day and playing through their personal stories. As your friendship grows, they unlock new story chapters, decorations and outfits, and they give you gifts in return.

2. Getting started
- Unlock the neighbours (see "Which neighbours you get" below). The story chapters also need The Wolves of Mordor.
- Get their Welcome decoration. When you choose a neighbour, you receive their "<Name>'s Welcome" yard decoration straight away. Choosing them also unlocks the quest "An Invitation to <Name>" at every Gift Maker, for your whole account, so each of your other characters can pick up their own Welcome decoration to summon that neighbour with.
- Place the Welcome decoration in your yard. Using it summons that neighbour next to it for 10 minutes, and it can be used again after 10 minutes.
- Start Chapter 1 of each neighbour's story (level 20+). It needs no friendship and gives +25 friendship and 5 Gift Vouchers.
The Expedition Supplies box also contains a Journal Entry letter for each neighbour (e.g. Emmathron's Journal Entry). These are backstory to read and aren't used for anything else, so you can delete them once read.
Which neighbours you get
Neighbours are unlocked account-wide, so every character on the account can invite them and get an additional Welcome decoration from a Gift Maker.

Choosing your first two: pick the neighbours whose stories appeal to you. Some are easier to please with the daily Journals and cheap gifts than others; Appendix C shows which.
Server transfers: neighbour progression will move with your characters when transfers from the Angmar and Mordor worlds begin in November 2026.

3. Personalities
Each neighbour has a set of personalities, traits sorted into these categories:

Fixed and rolled traits
Part of every neighbour's personality is the same for everyone, and part is rolled randomly for each account.
- Fixed traits are part of the character, so every player's version of a neighbour shares them.
- Rolled traits fill the remaining slots in each category, drawn from a pool of possible options for that neighbour. Your version of a neighbour may like different things from your friend's.
Every neighbour has 24 traits: Brútha and Emmathron have 10 rolled and 14 fixed, Haldo and Golwen 11 rolled and 13 fixed. Each neighbour's full personality, including the options their rolled traits come from, is in Appendix A.
Story kinds
Twelve of the traits describe kinds of story. They show up on Journals (the stories you bring back from Community Notice Board quests) and on a few special gifts:

Every neighbour dislikes the opposites of the three story kinds they love.
Discovering traits
The neighbour panel (Housing → Neighbours tab) shows each category with the traits you have discovered so far. There are two ways to reveal a hidden trait:
- Give gifts that match it three times.
- Complete the chapters of their story. Finishing chapters reveals some of their personality traits.
A good trick: watch your friendship score after a gift (see section 5). If a gift scores less than the traits you already know should give, one of its other qualities hit a dislike, which tells you that trait before the game reveals it.
4. Friendship (reputation)
Friendship runs from 0 to 5000. Your relationship rank depends on your score and is shown in your neighbour Info panel. Each rank opens the next story chapter:

How to gain friendship

Quests from the Community Notice Board give no friendship directly, but reward a Journal, which you can use as a gift for a neighbour of your choice.
Friendship is per account, not per character. Every character on your account sees the same friendship, rank and discovered traits for each neighbour, and anything any of them does counts towards it.
5. Gifts
How a gift is scored
Every gift has a few qualities (for example, a Fishing Pole is Yew and Fishing). Each quality that matches one of the neighbour's traits adds or subtracts points:

The total is added straight to friendship. Qualities that match nothing count as 0. Example: a Fishing Pole given to a neighbour whose Secret Passion is Fishing scores +6; given to a neighbour who strongly dislikes Fishing, it scores −3. Traits count in full even before you've discovered them.
Types of gift
A gift's tier fixes how many qualities it has. More qualities give more chances to score, and also more risk:

- Journals are the stories you bring back from your adventures when doing quests from the Community Notice Board. They are made only of story kinds, which every neighbour has strong fixed feelings about.
- Perfect Gifts are each made of seven of their neighbour's fixed traits, so they are worth +33 to that neighbour (but −1 to most of the others). They are about a 1-in-700 roll from the gift loot table, so treasure any you find.
- Rare and Incomparable gifts drop from ordinary mobs and chests all over the world. They can also come from "Gift for a Neighbour" boxes (Delving rewards and weekly mission quests, see below).
Gift Vouchers
Gift Vouchers are the neighbour barter currency (account-bound):
- 5 for each story chapter
- 1 with each Community Notice Board quest (along with its Journal)
"Gift for a Neighbour" boxes
These contain a random Rare gift (92%) or Incomparable gift (8%). You can get one from:
- the Delving rewards barter, for 1,000 Delving Writs;
- the weekly "On A Mission" and "On A Continuing Mission" quests, as one of the reward choices.
The Delving box and the weekly-quest box each draw from a different half of the Rare and Incomparable gifts.

Journals
Each Community Notice Board quest can be done once per day and gives one Journal made of three story kinds. Four quests are offered each day on a five-day cycle (see Appendix B):

Once you know which story kinds a neighbour loves, pick the missions whose Journals match. Each neighbour's score for every Journal is in Appendix C.
6. Mood and the gifts they give you
Mood only comes into play once you reach True Friend. Until then, a neighbour's mood stays Neutral whatever you do.
At True Friend, chatting with them and giving them gifts improves their mood. Do nothing and their mood will sour.
Each neighbour's mood decides how often they give you a gift. Until you reach True Friend their mood stays Neutral, so they give you a gift every 5 days:

How to tell their mood
The game doesn't show a neighbour's mood directly, but what they say when you chat with them depends on it. Each neighbour has ten lines for each mood, so the line they give you tells you which mood they're in. For example, Haldo saying "I like to find joy in happy little accidents." means he's Neutral (which every neighbour is until you reach True Friend). Every neighbour's lines are listed in Appendix D.
When you chat with them, a mood effect also plays above their head if their mood is anything other than Neutral.
What's in their gifts
Their gifts are "A Gift from <Name>" boxes. You open them for random loot. Every box gives one item from one of four prize groups. All four neighbours share the same contents, except for the titles:

Each title drops from about 1 in 2,853 boxes (1.6% of the 2.2% Rare group), so collecting all four for one neighbour takes a lot of boxes.
Changes coming with the full release of The Wolves of Mordor: each neighbour will add a unique bauble and a new pet to their rewards, and the drop rates and reward pools of their gifts will be reworked. The contents and chances above are the current ones and will change.
7. The stories
Every neighbour has a 10-chapter story, which needs level 20+. Each chapter needs the one before it and the friendship rank in the table in section 4. Chapters 1–6 are available now; Chapters 7–10 unlock with the full release of The Wolves of Mordor. Several chapters are missions that the neighbour leads you into. Every chapter gives 5 Gift Vouchers, and some give extra rewards such as housing decorations.

Choices in the missions don't matter
Some missions ask you questions (for example "Do you draw?" in Emmathron's Chapter 2). No answer affects friendship, mood or rewards. Most choices only change one line of dialogue.
8. Outfits
Each neighbour can wear five outfits; their Default outfit and four you buy from the Gift Maker. Give an outfit to the neighbour of your choice, the same way you give a gift.

9. Making the most of it
The three facts that matter most:
- Friendship is shared by your whole account, but story chapters are per character.
- There is no limit on gifts per day.
- Loot gifts can be traded; voucher gifts and Journals are account-bound.
Fastest: use your alts
- Play Chapters 1–6 on your alts. Each chapter a character completes adds another +25 friendship to the account's neighbour, and pays that character 5 Gift Vouchers. Chapter 1 needs no friendship and is especially quick, so the first thing to do is run Chapter 1 for each neighbour on every alt you have at level 20 or above. Once your account has the rank, every alt can play the later chapters straight away.
- Run the Community Notice Board quests on several characters. They reset daily per character. Each gives a Journal and a voucher, and Journals can be mailed to whichever character does your gifting.
Best friendship per voucher
The cheapest Common gifts (3 vouchers) that hit a favourite or a Secret Passion give the most friendship per voucher, up to 2 friendship per voucher. Appendix C lists the best voucher buys for each neighbour.
Buy loot gifts from other players
All Rare and Incomparable gifts and the four Perfect Gifts are unbound: they can be traded and sold on the Auction House.
- A Perfect Gift for <Name> is +33 in one go. Buying one beats farming it (about a 1-in-700 roll of an already rare drop).
- Buy the loot gifts that suit your neighbours best (Appendix C).
- Sell or trade the loot gifts that are bad for your neighbours.
Daily routine
- Notice Board quests on each character you play, picking the ones whose Journal suits one of your neighbours (section 5).
- Summon each neighbour with their Welcome decoration and chat (+10 friendship, +75 mood; available again 24 hours after your last chat with that neighbour).
- Give gifts: the Journals, any loot gifts that suit them, then voucher gifts until you run out.
Learn your rolled traits early
Each neighbour has 10 or 11 rolled traits (10 for Brútha and Emmathron, 11 for Haldo and Golwen) that differ from account to account. Gifts whose extra qualities fall in those rolled lists teach you the most: compare the friendship gain with what the known traits should give, and the difference tells you which trait it hit. For example, if a gift should score +5 from a favourite it matches but only gives +2, the missing 3 is most likely a Strong Dislike. If only one of its other qualities is in that neighbour's Strong Dislike options, you've found it. The Neighbour Gift Calculator (spoilers) does this for you: tick the traits you've found, log each gift's friendship gain, and it shows which rolled traits are left, the best gifts to give and the gifts that would reveal the most.
How long it takes
- One character, one +8 gift and one chat per neighbour per day: about 18 friendship a day, so about 5 weeks to Friend (675, which opens Chapter 6), 6 months to Best Friend (3425) and 9 months to True Friend (5000).
- Using alts and vouchers: every extra character's daily Journal adds more, every alt's chapters add a one-off boost, and their vouchers buy more gifts. With a handful of alts, the same goals take weeks rather than months.

Spoilers: this appendix lists each neighbour's likes and dislikes. Skip it if you'd rather work them out yourself.
The bold number is the score from each neighbour's fixed traits, which are the same for everyone. Brackets show the possible range once their rolled traits are included, which depends on your account. Community Notice Board quests run on a five-day cycle, with four quests each day, so their Journals are grouped by the day they're offered.
